About
EO4MI (Earth Observation for Maritime Innovation)
MSE International, in collaboration with the European Space Agency, has successfully concluded, delivering a comprehensive framework to accelerate the adoption of Earth Observation (EO) technologies across the Atlantic Blue Economy. The project brought together industry, researchers, innovation clusters and public-sector stakeholders to identify priority maritime challenges, develop innovative EO-enabled solutions and create a roadmap for future implementation.
Key Findings
The project identified three areas where demand for improved maritime information services is strongest:
- Marine Operations and Navigation: The need for more accurate, timely and integrated environmental intelligence to support offshore energy, shipping, search and rescue, and autonomous maritime operations.
- Ecosystem and Natural Capital Management: Growing requirements for monitoring biodiversity, marine protected areas, blue carbon habitats and ecosystem restoration programmes at scale.
- Maritime Security and Infrastructure Resilience: Increased demand for monitoring and protecting critical subsea infrastructure, including cables, pipelines and offshore energy assets.
The project also highlighted the importance of integrating EO data with autonomous systems, satellite communications, artificial intelligence, environmental DNA (eDNA) technologies and in-situ monitoring platforms to create operationally valuable services.
Outcomes and Pilot Projects
EO4MI developed three flagship pilot concepts designed to address key maritime challenges:
🟦 Blue Ecosystems Monitoring at Scale (BEMS)
Improving the monitoring of seagrass meadows, coastal habitats and blue carbon assets through the integration of satellite observations, autonomous surveys and AI-driven analytics.
đźź© Enhanced Metocean Information Service (EMIS)
Combining Earth Observation data, oceanographic models and real-time observations to provide decision-ready environmental intelligence for maritime operations, renewable energy, shipping and emergency response.
🟨 Maritime Security and Resilience Applications (MSRA)
Supporting surveillance, infrastructure monitoring and maritime domain awareness through EO data, vessel tracking and AI-enabled anomaly detection.
Conclusions
EO4MI demonstrated strong market demand for EO-enabled maritime services and confirmed that the greatest value is created when satellite observations are integrated with complementary technologies and user-focused service design. The project delivered:
- A validated understanding of maritime user needs.
- Identification of priority innovation opportunities.
- Capability mapping across the UK, Ireland, France, Spain, Portugal and Norway.
- Three implementation-ready pilot projects.
- A scalable innovation roadmap and co-creation methodology for future service development.
Next Steps
Building on the successful completion of EO4MI, the focus now shifts from planning to implementation:
- Secure funding and consortium partners to deploy the BEMS, EMIS and MSRA pilots.
- Convert pilot concepts into ESA-ready project proposals and detailed business cases.
- Operationalise the EO4MI co-creation methodology to accelerate the development of commercially viable maritime services.
- Expand international collaboration through innovation clusters and stakeholder networks.
- Establish long-term governance and an advisory structure to coordinate future EO4MI activities and maximise impact across the Atlantic region.
EO4MI has provided both a strategic vision and a practical pathway for accelerating Earth Observation adoption, supporting a more sustainable, resilient and competitive Blue Economy across the Atlantic and beyond.
ESA EO ATLANTIC REGION INITIATIVE
ESA’s Earth Observation (EO) Atlantic Regional Initiative is designed to catalyse innovation and accelerate the uptake of EO data and services across the Atlantic region in support of the Blue Economy. At its core, the initiative recognises that building a sustainable ocean economy depends on access to timely, accurate, and actionable marine intelligence—something EO technologies are uniquely positioned to provide.
The Blue Economy framework aims to balance economic growth, social inclusion, and environmental stewardship. Yet achieving this vision requires a deep, continuous understanding of our oceans and coasts—something that is often constrained by the high cost, inaccessibility, or lack of coherence of traditional monitoring methods. EO, by contrast, offers scalable, cost-effective, and wide-reaching capabilities that can deliver the insights needed for informed decision-making at all levels, from local fisheries to international marine governance.
ESA has identified innovation clusters as key intermediaries in this effort. These clusters are well-positioned to connect regional needs with global EO capabilities, foster cross-sector collaboration, and stimulate investment in digital marine solutions. By mobilising stakeholders - including SMEs, research institutions, public authorities, and international funders - the initiative strengthens the Atlantic EO ecosystem while ensuring that regional actors are co-creators of the solutions they use.
Key components of the initiative include:
- Needs Assessment and Capability Mapping: Identifying market-driven innovation priorities and cataloguing existing EO capabilities across Atlantic innovation clusters to match local challenges with technological opportunities.
- Synergies and International Partnerships: Exploring collaboration pathways with non-European space agencies and funding programmes to promote transatlantic knowledge exchange and joint innovation.
- Strategic Roadmaps and Investment Readiness: Developing cluster-specific roadmaps that support long-term EO adoption and scalability, including the formation of consortia ready to pilot EO-based demonstrators in real-world marine sectors.
- Demonstrator Development: Two flagship innovation priorities will be selected for co-design and demonstration using ESA’s Green Transition Information Factories (GTIF) and associated EO tools. These demonstrators will validate EO service models that can be scaled across other regions and sectors.
By combining regional innovation leadership with ESA’s EO expertise, the Atlantic Region Initiative aims to create a lasting impact supporting clusters in becoming both beneficiaries and contributors to a more intelligent, resilient, and sustainable maritime future.
